Administrative Judge Cheryl M. Wiltshire brings a rich blend of legal experience, community involvement, and a lifelong commitment to justice to the Cleveland Housing Court. A Cleveland State University – Cleveland-Marshall College of Law graduate, she began her legal career serving as a judicial law clerk and later as a staff attorney, before gaining nearly a decade of experience in private practice. She has also served as a Housing Court magistrate and has been actively involved in community efforts and legal service work throughout her career. Judge Wiltshire’s varied roles in the legal field have given her a deep understanding of both the procedural and human dimensions of the law, shaping her approach to the bench with an emphasis on fairness, professionalism, and respect for all who come before the Court.

Administrative Judge Cheryl M. Wiltshire brings a breadth of legal experience, community perspective, and a deep commitment to public service to the Cleveland Municipal Court Housing Division. Her legal journey began outside the City of Cleveland, with early roots in Barbados and Brooklyn, New York, before she made Cleveland her home while attending Cleveland State University’s Cleveland-Marshall College of Law.
While in law school, Judge Wiltshire gained valuable experience working as a law clerk before going on to serve as a Judicial Law Clerk to the late Housing Court Judge Raymond L. Pianka. Following her admission to the bar, she continued her public service as a staff attorney and later expanded her professional experience in the Cuyahoga County Domestic Relations Court. She subsequently spent several years in private practice, including eight years as an associate attorney with Stanard and Corsi Co., LPA, where she handled a wide range of matters and presented arguments before the Eighth District Court of Appeals.
After establishing The Wiltshire Law Firm, LLC, Judge Wiltshire continued to balance private practice with service to the community. In 2022, she returned to Cleveland Housing Court as a part-time magistrate, further deepening her understanding of the Court’s role, procedures, and responsibilities. Throughout her career, she has devoted time to pro bono legal work and collaboration with legal service organizations, reflecting her belief that access to justice depends on both sound legal process and meaningful community partnership.
As Administrative Judge, Judge Wiltshire is focused on the fair, efficient, and professional administration of Housing Court. She emphasizes dignity, impartiality, and respect for all who appear before the Court, while supporting thoughtful improvements to court procedures, access to information, and collaboration with legal and community stakeholders.
