Each March, Cleveland Housing Court joins communities across the nation in recognizing Women’s History Month, a time to reflect on the achievements, leadership, and lasting contributions of women throughout American history.
Women have played a vital role in shaping our legal system, strengthening public institutions, serving communities, and advancing fairness, access, and accountability in civic life. Their work continues to influence the courts, the legal profession, public administration, education, advocacy, and the systems that support the wellbeing of our communities. Throughout the month, Cleveland Housing Court will feature women whose service, leadership, and professionalism help advance the Court’s mission and contribute to the administration of justice.

Kathy Rosner
Kathy Rosner recently returned to Cleveland Housing Court after three years in retirement, bringing with her a lifelong commitment to landlord-tenant and housing issues. Her interest in housing advocacy began while volunteering with the Madison Tenant Union as an undergraduate, where she later worked on staff and continued her work with the Tenant Resource Center in Madison, Wisconsin.
Kathy first visited Cleveland in 1980 to attend the founding conference of the National Tenant Union. After earning a master’s degree in Urban and Regional Planning from the University of Wisconsin and working as a planner for Dodge County, Wisconsin, she returned to Cleveland when her husband accepted a teaching position at Cleveland State University.
In Cleveland, Kathy worked with the Cleveland Tenants Organization, later serving in community development for the City of East Cleveland and as Project Manager for Environmental Health Watch’s lead abatement training program. After the birth of her son, she joined Cleveland Housing Court as a part-time Housing Court Specialist — a position she held for more than 27 years.
During Women’s History Month, Cleveland Housing Court proudly recognizes Kathy Rosner for her decades of dedication to housing advocacy and public service, and for her continued commitment to supporting the Court’s mission of fairness and community engagement.
